- Does a Distance-Learning Nursing Degree Count for a Gulf License?Colleges sell diploma nurses an online or part-time degree as the way to upgrade to Registered Nurse in the Gulf. Three of the six regulators publish a clause saying it is not. The UAE's Unified PQR states it twice — generally at clause 1.1.1 and again at clause 13.1.3 in the nursing chapter — Bahrain's NHRA PQR writes the word "online" into it, and Qatar's DHP refuses outright, because nursing is a clinical practice discipline. This guide quotes all three, plus the two adjacent UAE clauses that catch nurses who clear the first (a bachelor's must be three years full-time, and hybrid certificates are refused except during the COVID-19 period), and explains why "not counted towards the PQR" removes the qualification from your file rather than removing you from the process. This guide reads the primary sources for all six Gulf authorities. In the UAE's Unified PQR an English test is a condition of the experience and exam exemptions for nurses licensed in twenty listed countries, and of nothing else — the accepted tests, who the rule catches, and why the exam being in English is the real language requirement. - DHA Exam Eligibility ID: How to Get It Before You Can Book Prometric“Book my Prometric” is not step one, and treating it as step one is how nurses lose a month. Before Prometric will let you schedule the DHA computer-based test, Sheryan has to allocate you an Eligibility ID — and the DHA's own Manual for Professional Assessment (Oral/CBT), version 1.1, says so in clause 7.2.2: the ID is issued after you apply and create an account, and it is required to complete the Prometric online scheduling process. - Saudi Nursing License from the Philippines: SCFHS, Apostille and the DMWThe Philippines-to-Saudi route is the world's busiest nursing corridor, and it is usually described using Dubai's rules. Two of the biggest differences run the other way. Saudi Arabia does not simply approve a title — the SCFHS assigns a classification that sets your rank, your contract and which assessment (if any) your file needs, so nothing a recruiter promises about the exam is binding. And because the Apostille Convention is in force for both the Philippines (14 May 2019) and Saudi Arabia (7 December 2022), a DFA apostille is designed to stand alone, unlike the longer UAE legalisation chain. - QCHP Qatar Nursing License from the Philippines: The Employer Gate and the Apostille TrapPhilippine advice about Gulf licensing is written for Dubai, and both habits it teaches are wrong for Doha. You cannot self-register: the QCHP application is filed by a healthcare facility in Qatar, so the job comes first and the licence follows it — which, unusually, is the same order the DMW already wants. And a DFA apostille is not the end of your document chain, because Qatar is not a party to the Apostille Convention at all, unlike Saudi Arabia since 7 December 2022 — so advice from a friend who went to Riyadh does not transfer. - DOH Abu Dhabi (HAAD) Nursing License from the Philippines: TAMM, Pearson VUE and the MWO Nobody MentionsFilipino nurses reach Abu Dhabi through Dubai's advice, which is nearly right and wrong in three places. Two are on the UAE side: you apply through TAMM rather than a health-authority portal like Sheryan, registering with an ID number or UAE PASS — and a visitor can open UAE PASS with a passport — and the exam is delivered by Pearson VUE, still under the client code HAAD, with the seat released only after DOH approval and a TAMM pre-booking payment, so it cannot be booked speculatively the way a Prometric slot can. The third is on the Philippine side and is missing from every route map: the DMW splits the UAE into two posts on the same line the DOH is drawn on, so MWO Abu Dhabi — covering Abu Dhabi, Al Ain and the Western Region — verifies your contract, not MWO Dubai. The reassuring half is that eligibility does not change at all: the Unified Healthcare Professionals Qualification Requirements is one document shared by MOHAP, the DOH, the DHA and Sharjah. - QCHP Qatar Nursing License from India: The Employer Gate, MEA Attestation and eMigrateAn Indian nurse arriving at Qatar has usually read about Dubai or Riyadh, and each teaches a habit that fails in Doha. You cannot self-register: the QCHP application is entered and approved by a healthcare facility in Qatar, so the job comes first and the licence follows it. And the single MEA apostille that now suffices for Saudi Arabia does not work here, because Qatar is not a party to the Apostille Convention at all — Indian documents take the longer normal-attestation and legalisation road. - DOH Abu Dhabi (HAAD) Nursing License from India: TAMM, UAE PASS and Pearson VUE — Not PrometricIndian coaching centres sell "DHA / MOH / HAAD Prometric" as one product, and for Abu Dhabi that framing is wrong in the two places it costs money. The reassuring half first: the eligibility bar is the Unified Healthcare Professionals Qualification Requirements, one document presented jointly by MOHAP, the DOH, the DHA and Sharjah — so whether your GNM diploma supports the Registered Nurse title has the same answer in Abu Dhabi as in Dubai, and the Indian paperwork chain is unchanged because the destination country is. What actually differs is mechanical: you apply through TAMM rather than a health-authority portal, registering with an ID number or UAE PASS — and a visitor can open UAE PASS with a passport, so this does not wait on an Emirates ID — your file lives under a UIN in HPREG/HPACT transactions, and the exam is delivered by Pearson VUE, still under the client code HAAD, with the seat released to you only after DOH approval and a TAMM pre-booking payment. - Saudi Nursing License from Pakistan: PNMC, HEC-Before-Apostille and the Protectorate StampMost English-language guides to the Pakistan-to-Saudi nursing route are Indian guides with the country names swapped, and they get the three Pakistani-specific things wrong. The apostille is your third step, not your first: MOFA's published checklist requires HEC attestation of a university degree and IBCC countersignature of board certificates before it will apostille anything. Eight European states objected to Pakistan's accession, so "Pakistani apostilles aren't accepted" is true of a short list and false of Saudi Arabia, which did not object — while the UAE is not in the Convention at all, so Riyadh and Dubai need two different document routes. - NCLEX for Gulf Nurses: When It Exempts You From the DHA, SCFHS or QCHP ExamAn NCLEX pass is the most portable card a Gulf-bound nurse can hold, but it exempts you from a licensing exam in some Gulf systems and not others, and only while its clocks are still running. The UAE's Unified PQR (3rd version) names the NCLEX as a recognised examination for nurses and midwives — so it can exempt you from the DHA, DOH, MOHAP and Sharjah exam — but a gap of practice over three years cancels it (clause 21.4), the title on the pass must match the title you request (clause 21.5), and it is treated as valid for five years from issuance where the certificate states no validity of its own (clause 21.3). Qatar's DHP names the NCLEX among the exams that exempt a nurse from the qualifying exam where it was completed within the previous five years, and from 1 January 2026 grants no exemption without a completed DataFlow report. The Gulf runs two orders, and which one you are in decides which bills are safe to pay. Dubai publishes a self-assessment as the first step of your own registration and the employer appears only at activation; Saudi Arabia splits classification (from home) from registration (tied to residence). Abu Dhabi is licence-first in its own regulation: clause 16.1 of the DOH Healthcare Professionals Manual lists the six things that make you eligible and no employer, offer or sponsor is among them, clause 24.1 gives the application forms to professionals "or Healthcare Providers acting on their behalf", and clause 25.1 says DOH will license any professional who meets Chapter III — so what is actually open there is the TAMM login, not the rule. - Your UAE Job Offer and Employment Contract: What to Check Before You Sign"Read your contract before you sign" is the most repeated advice in Gulf nursing and the least actionable. UAE law puts the protection in the job offer — the document you sign at home and file away — not the contract you sign on arrival. u.ae tells workers to "maintain a copy of the job offer you have signed", requires it in Arabic, English and a third language you understand, requires a Labour Law annex with it, and makes it part of the initial work permit file MOHRE reviews. Article 8 of Federal Decree-Law 33 of 2021 gives you your own copy of the contract and registers it at the Ministry; u.ae puts a 14-day clock on that from your arrival. Article 9's probation clause splits three ways — one month's notice to move employer, 14 days to leave the country, and clause 6's one-year work-permit bar if you do neither. Article 12 means "other duties as assigned" needs your written consent, which is a scope-of-practice problem as much as a labour one. - Can a Nurse Work a Second Job in Dubai? The Part-Time DHA Licence and the MOHRE PermitPicking up shifts at a second facility needs two permissions from two regulators, and they disagree about whether your hospital has to consent. On the labour side, u.ae states that part-time contract employees "can take several part-time jobs without the approval of the original or other secondary employers", subject to a MOHRE permit; the NOC requirement it names belongs to family-visa holders, not work-visa holders, which is where most online guidance gets it backwards. On the licensing side, clause 5.17 of the DHA's Manual for Licensing Healthcare Professionals v1.2 requires your full-time facility's medical director to approve the part-time licence in Sheryan first — the consent MOHRE waived is exactly the one that blocks you. Appendix 2 caps a Nurse or Midwife at one part-time licence, against four for a consultant, and lists trainee titles as Not Applicable. Clause 5.16 means your first DHA licence is always full-time, so there is no part-time-only route in. Clauses 5.19 and 5.11 set the part-time licence to inactive when the full-time one is cancelled, with a three-month conversion window, and bar practice while it is. - Annual Leave, Rest Days and the Flight Home: What Gulf Nurses Are Owed"Does the hospital pay my flight home?" has a two-part answer nobody publishes: there are two tickets, and only one is in the law. The annual home-leave flight appears in no article of the UAE, Saudi or Qatari statute — it is purely a contract term. The end-of-contract repatriation flight is statutory, and both articles carve out the commonest move in Gulf nursing: UAE Article 13(12) drops the obligation if you have "already joined the service of another employer" or if the termination was attributable to you, and Saudi Article 40 puts the cost on the worker who is unfit for work or returns without a legitimate reason. On leave itself: 30 days under UAE Article 29, 21 rising to 30 after five consecutive years under Saudi Article 109, three weeks rising to four under Qatar's Article 79. The employer picks the dates in all three, with a month's notice in the UAE and thirty days in Saudi Arabia. You cannot cash leave in during service in Saudi Arabia or Qatar, and the UAE payout is priced on basic wage, not your package. Article 29(7) counts Eid against your leave if it falls inside it. Qatar's Article 75 gives every worker 24 hours' rest but writes shift workers out of the Friday and out of the two-consecutive-Fridays bar — nurses are shift workers. - Pregnancy and Maternity Leave for Nurses in the UAE, Saudi Arabia and QatarMaternity entitlement in the Gulf is set by statute, not by your employer's generosity, and all three big destination markets publish the article free in English. The UAE gives 60 days under Article 30 — 45 fully paid, 15 half paid — applicable from day one, plus 45 unpaid days for illness, paid leave for a sick baby, a paid nursing hour for six months and five days' parental leave for both parents — and, quoted from the government's own text of the article rather than its summary, clause 8's bar on dismissing you or serving notice over it, clause 3's entitlement where the delivery came at six months whether or not the baby lived, and the sting in clause 2: the unpaid days do not count towards the service term that prices your gratuity. Saudi Arabia's Article 151 was amended upward to twelve weeks fully paid, and the chapter around it obliges the employer to provide medical care (153), protects against dismissal during pregnancy and leave (155) — and, in Article 157, forfeits the whole entitlement if she works for another employer during it. Qatar gives fifty days under Article 96, but only after a complete year with the employer, with the most specific nursing provision of the three and an explicit bar on notice timed to expire during the leave. - Sick Leave and Work Injury for Nurses in the UAE and Qatar: What the Law Gives YouA needlestick, a patient-handling injury or a ward-acquired infection is not ordinary sick leave, and the difference is worth months of pay. The UAE and Qatar both run two separate regimes. Under Article 31 of Federal Decree-Law 33 of 2021 sick leave is 90 days a year — 15 at full pay, 30 at half, the rest unpaid — none of it paid during probation, with a three-working-day deadline to notify your employer. Under Article 37 of the same decree a work injury or occupational disease puts the treatment bill on the employer and pays full wage for the treatment period or six months, then half wage for six more, with no qualifying period at all. Article 38 lists the five ways to lose that, two of which are aimed straight at clinical staff: deliberately breaching the safety instructions posted on the wall, and refusing examination or follow-up without a serious reason. Article 46 voids any contract clause allowing dismissal on health grounds before your accrued leave is used. Qatar's Article 82 is tighter — three months' service before any sick leave, two weeks full then four at half, and a defined termination point at twelve weeks — with Articles 108–111 covering injuries. - Dismissed From a Nursing Job in the UAE: Your Gratuity, the Ban and Your LicenceA dismissed nurse is told three things on the ward, and all three are wrong. She does not forfeit her gratuity: Article 39(1)(g) of Federal Decree-Law 33 of 2021 lists dismissal as a sanction imposed "while preserving the worker's right of end of service benefits", Article 51 carries no forfeiture clause, and the rule everyone quotes died with Federal Law 8 of 1980, abrogated by Article 73. She is not automatically banned: the one-year work-permit bar in Article 50 attaches to a worker who leaves work for an illegitimate reason, and the government's own ban page lists three triggers — quitting in probation, a proven abandonment report, a fictitious establishment — none of which is being dismissed. And summary dismissal is not a free power: Article 44 sets out ten grounds and no others, and requires a written investigation, a written and justified decision, and that it be handed to her. Also here: Article 41(2) forbids two sanctions for one violation, the 30-day limit on accusing a worker and the 60-day limit on imposing a penalty, Article 43's 30-to-90-day notice and the one day a week off to job-hunt, Article 47's three-month cap on compensation for retaliatory dismissal, Article 46 on health fitness, Article 9's 14-day probation notice, and Article 10(2), which nullifies a non-compete where the employer terminated unlawfully. The one place the reason for dismissal genuinely costs money is unemployment insurance, which excludes disciplinary dismissals and closes 30 days after employment ends. - Terminated From a Nursing Job in Saudi Arabia: Article 80, Your Award and Your IqamaThe Saudi answer is not the UAE answer, and a nurse who carries one across the border gets it wrong in both directions. The correction worth the most money: Article 85's one-third / two-thirds scale is written for a relationship that ends "due to the worker's resignation", so a nurse terminated at three years is not on that scale at all — she is on the full Article 84 award of half a month's wage per year for the first five years and one month thereafter, on her last wage, pro-rated for part years. The genuine cost sits in Article 80, which opens "The employer may not terminate the contract without rewarding, notifying, or compensating the worker, except in the following cases" and then lists nine, several carrying conditions employers miss — a written warning before the performance ground, the authorities notified within 24 hours on material loss, a warning at 20 or 10 days on absence — and all nine requiring that the worker was given the opportunity to object. - Absconding and Work Abandonment Reports: the UAE and Saudi Rules for NursesEvery migrant nurse has heard the word; almost none has read the article. In the UAE the whole mechanism is Ministerial Resolution No. 47 of 2022, published in English by MOHRE: an employer may file an "unexpected work abandonment" complaint only after more than seven consecutive days of absence without lawful reason AND only where the employer cannot locate or contact you — Article 6. Article 7 lists the grounds on which the Ministry may cancel the report, including proof you were on lawful leave whether the employer knew or not, and an employer who allowed you to stop work or look for another job. Article 8 attaches the one-year permit ban only where the report is "proven" and "found to be true", running from the date you leave the country. And Article 3 carries the trap nobody quotes: a standing report removes the temporary work permit that other workers in a labour dispute may obtain. In Saudi Arabia, Article 80(7) of the Labour Law makes absence a dismissal ground at more than 30 days in the contractual year or 15 consecutive — but only after a written warning at 20 or 10 days, and Article 81 lists seven situations in which a worker may leave without notice and keep every statutory right. Withholding a worker's documents is prohibited in all six Gulf authorities this site covers, and none of them requires a private-sector nurse to have her employer's permission to leave the country — Saudi Arabia, the last holdout, moved the exit visa into the worker's own Absher account. What differs is which kind of law the ban lives in, and that decides who enforces it: UAE Labour Law Article 13(2), which says "official documents" and so covers your degree originals and experience letters, not just the passport; a Saudi Council of Ministers Decision that is not in the Labour Law at all, which is why the widely-quoted "Article 20" is wrong — Article 20 is the abuse-of-rights clause, quoted here to show what it does not say; Qatar's immigration law, where written consent is allowed but revocable on request; Bahrain's Penal Code, which makes it a police matter rather than a labour one; Oman's Royal Decree 53/2023 Article 6; and a Kuwaiti ministerial decision whose entire subject is this.
