Saudi Nursing License from Pakistan: PNMC, HEC-Before-Apostille and the Protectorate Stamp

Saudi Arabia is where most Pakistani nurses who leave actually go, and almost every English-language guide to the route is an Indian guide with the country names swapped. That is a problem, because the two journeys differ in exactly the places that cost money: where an apostille sits in your document chain, which countries will honour a Pakistani apostille at all, and which government has to let you board the plane.
This guide covers the Pakistani half of the journey. The Saudi half — the Saudi Commission for Health Specialties (SCFHS), Mumaris+, DataFlow, classification and any exam attached to it — is the same for you as for anyone else, so it is linked rather than repeated.
Confirm the current position before you pay anyone
Two governments, and they fail independently
Like the Indian route, the Pakistan-to-Saudi journey has two tracks running at the same time:
- The Saudi track — SCFHS decides whether you may practise. Credential verification through DataFlow, a professional classification, whatever assessment that classification attaches to you, then registration and employer-linked licensing.
- The Pakistani track — the Bureau of Emigration and Overseas Employment decides whether you may leave for the job. Who was allowed to recruit you, whether the contract was processed, and whether a Protector of Emigrants has cleared your departure.
A flawless SCFHS file gives you no standing at all on the second track. It is worth reading that sentence twice, because the ordering advice you will be given by a recruiter is almost always built around the first track only.
The Saudi track, in brief
In outline: create a Mumaris+ account, submit your credentials for DataFlow Primary Source Verification, receive a professional classification, sit whatever assessment your classification attaches to your file, then register — with final licensing tied to a sponsoring Saudi employer. Classification decides your exam — not your recruiter
Your council changed its name in 2023. Your card probably didn't.
The Pakistan Nursing Council was renamed the Pakistan Nursing and Midwifery Council (PNMC)by amending Act in 2023. Same body, same registrations — but the registration card in your file may still read “PNC”, and the council's correspondence now runs through pnmc.gov.pk with its own portal at online.pnmc.gov.pk.
This matters for one reason: DataFlow does not read your certificates, it writes to whoever issued them. If your application, your CV and your agent's paperwork name a body and an address the council no longer uses, the verification request can sit unanswered while you assume it is simply slow. Name the council as PNMC, give the current contact details from the council's own site, and — as with any name mismatch — expect to have to explain the old name once.
There is a second, less obvious trap in the council's good standing / verification of registration service. The published application asks for a letter from the foreign council, regulatory body or organisation requestingthe verification, alongside your registration card and your nursing qualifications. That is the opposite of the usual advice to get good standing done early and keep it in a drawer: here the request generally has to exist before the certificate does. In Pakistan, the apostille is your third step — not your first
Saudi Arabia joined the Apostille Convention in 2022 and Pakistan followed in 2023, which is genuinely good news: for documents moving between the two, one certificate replaces the old chain that ended at a Saudi mission. But “just get an apostille” is the wrong instruction in Pakistan, because the Ministry of Foreign Affairs will not apostille an educational document that has not already been countersigned by the body that owns it.
MOFA's own published checklist is explicit about the order:

Two practical consequences. First, the HEC step is its own project with its own portal and its own queue — start it before you need it, not when SCFHS or an employer asks. Second, MOFA runs the apostille service through an online system with camp offices outside Islamabad, so the appointment, not the stamp, is usually the thing that sets your date.
Apostille only what has actually been asked for
Eight countries refuse a Pakistani apostille. Saudi Arabia is not one of them.
This is the paragraph that is missing from every borrowed guide, and it is the one most likely to save you a wasted trip.
Countries mostly join the Apostille Convention by accession, and an accession does not bind every existing member automatically. Existing parties get a window in which to object, and where a state objects the Convention simply does not enter into force between it and the newcomer. When Pakistan acceded, a group of European states objected — the Hague Conference's published notifications record objections from Austria, Czechia, Denmark, Finland, Germany, Greece, the Netherlands and Poland. Between Pakistan and those states, the old legalisation chain still applies.
Saudi Arabia did not object. It acceded in April 2022 with entry into force on 7 December 2022, Pakistan's entry into force followed on 9 March 2023, and the Convention runs between the two. So the sentence that circulates in Pakistani nursing groups — “Pakistani apostilles are not accepted” — is true of a specific list of countries and false of the one you are applying to.
And it does not work for Dubai either
Because objections can be raised and withdrawn, check the live acceptances table before you rely on any of this, and — since the body reading your file can always ask for more than the law requires — ask your employer in writing what form they want your documents in.
The Pakistani exit gate: the Protectorate stamp
Pakistan regulates emigration for employment under the Emigration Ordinance 1979 and the Emigration Rules made under it, administered by the Bureau of Emigration and Overseas Employment (BEOE). Two things follow that no Saudi authority will warn you about:
- Recruitment is licensed.Overseas Employment Promoters operate under a licence issued by the Bureau. Before you pay anyone or sign anything, check the promoter against the Bureau's own published list — not against a certificate framed on their office wall. The same principle covers what an agency may and may not charge you.
- Departure is cleared. Emigration for employment runs through a Protector of Emigrants, and the clearance is checked on the way out of the country. BEOE has moved the process onto an online e-Protector system, so it is no longer necessarily an in-person queue — but it is still a gate, and it is still separate from your licence and your visa.
Settle your position on both of these before you resign or book travel. A Pakistani nurse with an SCFHS registration, a Saudi work visa and no Protectorate clearance is not in a better position than one with no paperwork at all — they are in a worse one, because they have already given notice.
The order to actually do this in
- 1. Confirm your PNMC registration is current, and that your name is identical across your CNIC, passport, degree and registration card.
- 2. Start HEC attestation of your degree, and IBCC for your board certificates, before anyone asks for them.
- 3. Open your Mumaris+ file and let SCFHS and DataFlow tell you which documents they actually need.
- 4.Trigger PNMC verification / good standing when the requesting body's letter exists.
- 5. Get classified. Only then book any assessment your classification attaches to you.
- 6. Apostille through MOFA — after HEC/IBCC, and only the documents on the list you were actually given.
- 7.Check the recruiter's licence and settle the Protector of Emigrants position before resigning.
- 8. Do the GCC pre-departure medical when the employer opens the visa file, and follow the work permit and iqama track from there.
The bottom line
A Pakistani nurse can do the entire Saudi licensing job from home, and the treaty position is better than it was: Saudi Arabia accepts a Pakistani apostille, so the four-stamp chain that Dubai still requires does not apply to Riyadh. What catches people is sequence and jurisdiction. The apostille comes after HEC or IBCC, not instead of them. The list of countries refusing Pakistani apostilles is real but short, and Saudi Arabia is not on it. And the government that can stop you at the airport is your own, not Saudi Arabia's. Get those three in order and the rest is ordinary paperwork.

Frequently asked questions
Does Saudi Arabia accept a Pakistani apostille?
Yes. The Apostille Convention entered into force for Saudi Arabia on 7 December 2022 and for Pakistan on 9 March 2023, and Saudi Arabia did not object to Pakistan's accession — so the Convention runs between the two, and an apostille replaces the older chain that ended at a Saudi mission. The reason Pakistani nurses hear otherwise is that a group of European states did object, and between Pakistan and those states the Convention does not apply. Objections can change, so check the Hague Conference's acceptances table before relying on it, and ask your employer in writing what form they want your documents in.
Do I need HEC attestation before a MOFA apostille?
For a university degree, yes. The Ministry of Foreign Affairs' published apostille checklist requires degrees issued by universities to be attested by the Higher Education Commission first, board certificates from a BISE to be countersigned by the Inter Board Committee of Chairmen, and technical certificates to go through the relevant board and NAVTTC. The apostille is the last step in that chain rather than a substitute for it, so start the HEC or IBCC step early — it has its own queue and is usually what sets your date.
Can one set of attested documents cover both Saudi Arabia and the UAE?
No, and this is an expensive assumption. The UAE is not a party to the Apostille Convention, so UAE-bound documents still need the full legalisation chain ending at the UAE's foreign ministry, while Saudi-bound documents can take the apostille route. If you are applying to both, budget for two document routes from the same certificates and legalise only what each side has actually asked for.
Is the Pakistan Nursing Council the same as the PNMC?
Yes — the Pakistan Nursing Council was renamed the Pakistan Nursing and Midwifery Council by amending Act in 2023. It is the same body and your existing registration stands, but your card may still say 'PNC' while the council now corresponds through pnmc.gov.pk and its own online portal.
