DOH Abu Dhabi (HAAD) Nursing License Process (2026): Step by Step

Abu Dhabi is the largest Emirate in the UAE and home to a big, growing healthcare sector โ€” and to work there as a nurse you need a licence from the Department of Health (DOH). If you've read our comparison of the Gulf licensing authorities and settled on Abu Dhabi, this guide walks the DOH route.

Most of what is written about this process is written in the abstract โ€” "meet the requirements, verify your documents, pass the exam". It doesn't have to be. Two documents govern nearly all of it and both are published: the DOH Healthcare Professionals Manual, which sets out eligibility, application and renewal as numbered clauses, and the Unified PQR, which sets the qualification bar. This guide follows those two, clause by clause, and says where each claim comes from.

Confirm the current requirements on official sources

This guide is unofficial and is not endorsed by the DOH, TAMM, DataFlow or Pearson VUE. The Healthcare Professionals Manual cited throughout carries a November 2017 date; it is the current published manual, but DOH issues Standards and Circulars that add detail to it and can supersede parts of it. The Unified PQR is revised โ€” the 3rd version invalidates earlier ones, and a 4th will invalidate it. Fees, exam delivery and timelines change. DOH or HAAD โ€” which is it?

Both. The authority was formerly the Health Authority โ€“ Abu Dhabi (HAAD) and was later renamed the Department of Health (DOH). It's the same regulator for the same Emirate, so "HAAD licence" and "DOH licence" mean the same thing. Many nurses still search for "HAAD exam" out of habit, but the official body today is the DOH โ€” and the Healthcare Professionals Manual opens by saying so in its own words, describing the DOH as "previously known as the Health Authority - Abu Dhabi (HAAD)". Whichever name you learned first, the process below is the one that applies now.

What a DOH licence is

A DOH licence is the official permission to practise a regulated health profession in the Emirate of Abu Dhabi. As with every Gulf authority the licence is tied to its jurisdiction โ€” a DOH licence lets you practise in Abu Dhabi, not in Dubai (which is the DHA's remit; see our DHA licence guide). The manual also tells you what the licence document itself will say: under clause 25.4 it specifies your name, the profession and any speciality or sub-speciality you may practise, the level of seniority you may practise at, the Renewal Date, and any condition or restriction DOH considers appropriate. The seniority line matters โ€” it is your title, and the Specialty Nurse title is earned by qualification, not by years served.

The six things DOH checks

Clause 16.1 of the Healthcare Professionals Manual is the closest thing to a definitive answer to "what do I actually need?". It lists six requirements for eligibility, three of them marked "(where applicable)". Most guides mention two or three of them.

Two of these routinely surprise people. The language requirement is written as Arabic and English competence "sufficient for the purposes of practice" โ€” how DOH tests that in practice for an overseas nurse is a question for DOH, but note that it sits in the manual as its own numbered requirement rather than as a footnote to the exam. The PQR is not a DOH document

This is the single most useful thing to understand before you choose between Abu Dhabi and Dubai, and almost every guide gets the framing wrong โ€” including, until recently, this one.

The Professional Qualification Requirements are not an Abu Dhabi rulebook. The current document is the Unified Healthcare Professional Qualification Requirements, 3rd version, and its own preface names the publishers: the Ministry of Health and Prevention (MOHAP), the Department of Health โ€“ Abu Dhabi, the Dubai Health Authority and the Sharjah Health Authority, which it collectively calls the Authorities. One committee, one document, four regulators. DOH hosts it on its own site under the same name.

So the qualification bar for an Abu Dhabi nurse licence is the same written bar as for a Dubai one. What differs between the emirates is the portal, the exam provider and the internal procedure โ€” not the standard your degree and experience are judged against.

What the Unified PQR sets for nurses

Among other things it defines the recognised nursing titles and their qualification and experience requirements, the Good Standing Certificate rule (clause 1.3.3.1: valid and not older than six months at the time you apply, covering the minimum required experience for the title), the examination and exam-equivalency rules, the gap-of-practice table, and a minimum annual CME/CPD requirement for nurses of 20 credits. Read the clauses on the source โ€” this is a summary, not a substitute.

TAMM: the portal you'll live in, and the one that comes first

The journey runs through TAMM, Abu Dhabi's government services platform. DOH's own FAQanswers "where can a new professional licence application be submitted?" by pointing at the Department of Health section of TAMM, where you register with an ID or UAE PASSand select the DOH services. Think of it as Abu Dhabi's equivalent of Dubai's Sheryan or Saudi Arabia's Mumaris+ (see our SCFHS Saudi guide for that parallel). Set your profile up carefully: the name and details you enter must match your documents exactly.

Two details from the DOH FAQ are worth writing down, because they tell you how the process is actually shaped:

  • Your application is a transaction with a prefix. DOH describes booking an exam as logging into TAMM, opening "Licenses for Health Professionals", finding your transaction โ€” which begins with HPREG or HPACTโ€” and clicking PAY. Those two prefixes are the two halves of the Gulf pattern: registration first, then activation with an employer. If you're looking for "my application" and can't find it, you're looking for one of those.
  • TAMM issues the number everything else hangs off. The UIN โ€” your unique identification number โ€” comes from your TAMM account, and you need it before DataFlow will take you. Which reverses the usual advice; see the next section.

DataFlow for Abu Dhabi runs on its own portal

Generic Gulf advice says start DataFlow early, because Primary Source Verification depends on third parties replying and usually drives your timeline. For Abu Dhabi that advice is right about the risk and wrong about the order.

DOH's Primary Source Verification is submitted through a DOH-specific DataFlow portal at dfdoh.com โ€” not the general DataFlow site you may have been sent to for another authority. That portal states it requires the UIN from your TAMM account before you can proceed, and gives a turnaround of 25 calendar days starting from the point DataFlow has all of your information and documents. So the real sequence is TAMM account โ†’ UIN โ†’ DataFlow, and "start DataFlow early" in practice means start TAMM early.

The 25-day clock is also worth reading literally: it starts when your file is complete, not when you first upload something. Every insufficiency request restarts your part of it. The steps, in order

  • 1. Check yourself against the Unified PQRfor the title you intend to apply under โ€” the qualification and experience requirements for nursing licensure, not a general impression of "enough experience".
  • 2. Create your TAMM account (ID or UAE PASS), open the DOH professional licensing service, and get your UIN.
  • 3. Submit Primary Source Verification via dfdoh.com using that UIN, with your degree and transcripts, home-country nursing licence, Good Standing Certificate and experience letters.
  • 4. Sit the DOH licensing exam through Pearson VUE where the requirement applies to you โ€” booked as a PAY action against your HPREG transaction in TAMM.
  • 5. Complete registration once PQR, verification and any exam are in place.
  • 6. Activate the licence with a sponsoring employer โ€” the HPACT half. As across the Gulf, the final professional licence is issued in connection with an Abu Dhabi employer who sponsors you.

The exam: Pearson VUE, not Prometric

Here's the practical difference between Abu Dhabi and Dubai. Dubai's DHA exam is delivered through Prometric; Abu Dhabi's DOH licensing exam is delivered through Pearson VUE. The preparation is very similar โ€” a computer-based, multiple-choice competency exam โ€” but the booking website, the network of test centres and the day-of-test logistics differ. Don't assume a Prometric centre can seat you for a DOH exam. Question count, duration and pass mark are revised from time to time, so confirm the current DOH blueprint before you pay for anything. You can usually test in your home country

Because Pearson VUE runs authorised test centres in many countries, you can typically sit the DOH exam locally rather than flying to Abu Dhabi first. You book after your eligibility is confirmed. Always check the current active centres and available seats on the official Pearson VUE booking site.

Your attempts are counted across the UAE, not per authority

This is the rule that costs people the most and is mentioned the least. Under the Unified PQR the applicant is granted three attempts to pass the examination across the Authorities โ€” not three at DOH and a fresh three at DHA โ€” and the applicant must declare how many attempts they have taken across the Authorities. A fourth attempt exists as a narrow, conditional route rather than an entitlement.

The reason it matters here is that failing your way around the UAE is a strategy people genuinely try, and it converts a licence problem into a UAE-wide one. Read how the three-attempt rule works and what resets it before you book a first attempt you are not ready for.

Exemption exists, and it is narrower than it sounds

The manual's clause 22.2.2 is the legal hook: the exam you pass must be "approved by DOH", and it explicitly contemplates an exam "offered by DOH or by another competent body specified by DOH". The Unified PQR carries that through as its Exam Equivalency Criteria โ€” professionals who completed certain international examinations, or who hold an active registration with certain regulatory bodies, are exempted from the licensure examination once they meet the requirements for the title. The manual also names the instrument that defines exempt categories, the DOH Standard for Exemption from DOH Examination for Licensure for Specified categories of Healthcare Professions โ€” a document you can ask for by name.

But read the PQR's own limit on it: where an exemption applies, the scope is limited to the exam requirement and does not extend to any other licensure requirement โ€” credentialing, experience, PSV. If you have been out of clinical practice

The Unified PQR treats a gap in practice as its own gate, and the thresholds are specific. Discontinuity exceeding three years triggers CME/CPD and supervised training requirements before licensure, and the table is per-profession. For nurses:

Two consequences worth stating plainly. Non-UAE nationals will, in general, not be able to apply at all with a gap of more than five years. And completing the gap requirements does not exempt you from the exam โ€” the PQR says applicants must pass the licensure examination after completing the CME/CPD and training, including those who hold valid Exam Equivalency proof. Can you do it before you have a job?

"You can do most of it before you have an employer" is a true statement about Dubai that gets repeated as though it were true about the whole Gulf, and it is not: Qatar holds your evaluation request until an employer releases it, and Bahrain will not let an overseas nurse open a file at all. Licence-first versus employer-first across the Gulf sets out which authority runs which order, and what each order means for your spending.

For Abu Dhabi the regulation is not the constraint, and the manual is clearer on this than the market is. Three clauses settle it:

  • Clause 16.1 lists what makes you eligible, and an employer is not on the list.To obtain a licence "an individual must meet" the PQR requirement, the language requirement, the current national or equivalent foreign licence requirement, the personal medical requirement, primary source verification and the examination requirement. That is the whole list. No offer, no contract, no sponsor, no named facility.
  • Clause 24.1 names who uses the form.DOH may issue application forms "to be used by Healthcare Professionals (or by Healthcare Providers acting on their behalf)" โ€” the provider is a permitted alternative to you, not a gate in front of you. Qatar and Bahrain word the same step so that the facility's act is a precondition; Abu Dhabi does not.
  • Clause 25.1 reads as an entitlement.DOH "will issue a licence to anyHealthcare Professional who has met the requirements of this Chapter III as to eligibility, the making of an application, the examination (where applicable) and primary source verification". Clause 27.1 repeats the 24.1 wording for renewals.

What is genuinely open is narrower than the question nurses usually ask, and worth getting right: the login, not the rule. TAMM registration is described in terms of an ID number or UAE PASS, and whether an overseas nurse with no UAE residency can obtain an applicant account is a platform question the manual does not reach. Put that question in writing before any money moves: "I am a registered nurse living outside the UAE with no employer yet. Can I create a TAMM applicant account and submit a new professional licence application myself?" Ask the regulator rather than an agency, and keep the reply. Clause 24.3.4 asks for more than the form does

A valid application must disclose "any other information or evidence โ€“ whether or not it is requested on the form โ€“ that is known to the Healthcare Professional and is likely to be relevant to the assessment of his fitness to practice", and be "completed in total honesty and good faith". DOH may reject an application that fails any of clause 24.3 without further consideration. If something in your history would matter and the form has no box for it, the absence of a box is not permission to leave it out.

How Abu Dhabi compares to Dubai

If you already know the DHA journey, DOH will feel familiar in shape: a portal (TAMM instead of Sheryan), a mandatory DataFlow PSV, a qualifying exam and employer-sponsored activation. The differences are the portal, the DataFlow entry point and the exam provider โ€” Pearson VUE for DOH, Prometric for DHA.

What is not a difference is the standard. Both run on the same Unified PQR. And that has a consequence people underestimate when choosing: changing emirate later is not the same as starting again.Chapter 3 of the Unified PQR, "Licensure Recognition among the Authorities", provides that professionals who fulfil the licensure requirements in the PQR are eligible for examination exemption when they hold a valid licence issued by any of the Authorities โ€” subject to conditions, including not having exceeded the permitted attempts, presenting a valid Good Standing Certificate and full PSV report, and the same-title rule.

So pick where you actually want to work โ€” but pick it knowing that a later move within the UAE is governed by a written recognition framework, while a move to Saudi Arabia or Qatar is not. One more clause to know before you assume a lapsed licence still counts: under 3.6, an expired or cancelled licence must not exceed six months of expiry at the time of application. And under 3.4, a suspension or revocation by one UAE authority is applied by the others.

The renewal clock starts 90 days out

Nurses tend to think of renewal as something you deal with the month before. The manual is stricter and the consequence of missing it is harsher than most people expect.

  • Apply at least 90 days before the Renewal Date (clause 27.2.1), and you may apply up to six months in advance (27.2.2).
  • Miss it and the licence is automatically suspended (26.3) โ€” not quietly expired. Suspension is a status, and a suspended professional is not a practising one.
  • Reinstatement is an application, not a payment. Clause 26.4 says a licence invalid for lack of renewal will be reinstated on application, and may be subject to fulfilling renewal requirements and paying delay fines.
  • There is no cap on renewals (26.2) โ€” the licence is indefinite in principle, but only if the clock is respected each cycle.
  • Keep the CME/CPD current.The Unified PQR sets a minimum of 20 CME/CPD credits a year for nurses, relevant to the specialty. The 90-day rule is the one to diary. If your licence expires in March, the work starts in December.

Practical tips

  • Start TAMM early, not DataFlow.The UIN gates the PSV, so an account you meant to create "next week" is holding up the longest stage.
  • Use the right DataFlow portal. DOH applications go through dfdoh.com. A report bought for a different authority is not automatically a DOH report.
  • Match the PQR to your title. Apply under the title your qualifications and experience actually support. Under the recognition rules a title also travels with you, so getting it right the first time compounds.
  • Make every name match. Passport, degree, licence and TAMM profile should show an identical name โ€” see what to do when they do not.
  • Watch the six-month clocks. A Good Standing Certificate must be no older than six months when you apply, and a lapsed licence must be within six months of expiry to qualify for recognition. Both are easy to sleepwalk past.
  • Don't book an exam you aren't ready for. Three attempts across all four UAE authorities is a small budget.

The bottom line

Getting licensed to nurse in Abu Dhabi means satisfying six named eligibility requirements in the DOH Healthcare Professionals Manual, against a qualification standard set by a document four UAE regulators publish jointly. Practically: open TAMM, get your UIN, run PSV through dfdoh.com, pass the Pearson VUE exam where it applies, register, and activate with an employer โ€” then renew 90 days before the date on the licence.
