MOHAP Nursing License Process (UAE Northern Emirates, 2026)

The UAE isn't one licence — it's three. Dubai has its own DHA licence, Abu Dhabi has the DOH, and the rest of the country — the Northern Emirates of Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain — is licensed federally by the Ministry of Health and Prevention (MOHAP). If a job or a family plan points you at Sharjah or RAK rather than Dubai, MOHAP is the authority you deal with, and this guide walks its route at a process-and-logistics level.

Which UAE authority is which

The UAE runs three parallel health regulators, and a licence from one does not transfer to the others:

• DHA — the Dubai Health Authority, for the Emirate of Dubai.
• DOH — the Department of Health – Abu Dhabi (formerly HAAD), for the Emirate of Abu Dhabi.
• MOHAP — the federal Ministry of Health and Prevention, which licenses practitioners in the five Northern Emirates: Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain.
• SHA — the Sharjah Health Authority, which licenses professionals for the facilities itlicenses in Sharjah. This is the exception to the line above, and the one that misroutes people: Sharjah has two regulators, and an SHA licence authorises you to work “in a healthcare facility licensed by SHA”. Three regulators, one rulebook

Separate does not mean unrelated, and this is the part nurses shopping between emirates get wrong most often. MOHAP does not publish its own qualification standard. It co-publishes the Unified Healthcare Professional Qualification Requirements (PQR) jointly with the DOH, the DHA and Sharjah's authority — one document, four regulators, also introduced on the DOH's PQR page.

Two things follow, and both save money. The first is that your title is decided once, not once per emirate. Under version 3 the Registered Nurse title requires a bachelor's degree in nursing, while a nursing diploma of not less than 18 months maps to Assistant Nurse:

So if you have already worked out where you stand for Dubai, you stand in the same place in Sharjah, Ajman, RAK, Fujairah and Umm Al Quwain. The steps, in order

The exact sequence and its labels change over time, but the overall path most nurses follow for MOHAP looks like this:

• 1. Check eligibility and prepare your documents.The qualification and experience your title needs are set by the Unified PQR above, not invented separately by MOHAP; alongside them expect a valid and active home-country nursing registration, a Good Standing Certificate and evidence of clinical experience. Confirm the current PQR version and MOHAP's current document list before you pay for anything.
• 2. Register on MOHAP's online licensing portal and complete your professional and personal profile, uploading the required documents.
• 3. Complete DataFlow Primary Source Verification (PSV). Your degree, home-country nursing registration, good-standing certificate and experience documents are confirmed directly with the issuers. • 4. Sit the MOHAP Prometric examwhere mandated for your title — a computer-based, multiple-choice assessment of professional competency, delivered through Prometric once MOHAP grants your eligibility. If you already hold a valid DHA, DOH or Sharjah licence, raise the Unified PQR's recognition rule before you book anything: this is the step it can remove.
• 5. Complete evaluation and MOHAP registration once verification and the exam are in place.
• 6. Activate the licence with a sponsoring employer. As across the UAE and the wider Gulf, the final professional licence is issued in connection with a licensed Northern-Emirates facility that sponsors you.

The exam: Prometric, but confirm the blueprint

MOHAP's qualifying exam for nurses is delivered through Prometric on behalf of the Ministry as a computer-based, multiple-choice test taken at an authorised test centre. When you register you select the UAE Ministry of Health as the sponsor and your specific exam. The exact question count, duration and pass mark are set by MOHAP and revised from time to time — and can differ between a registered nurse and an assistant nurse — so before you pay anything, confirm on the official MOHAP and Prometric sources which exam applies to your title and what its current blueprint is. Treat any figure you read elsewhere — including here — as indicative only.

Can you do it before you have a job?

Establish this before you spend anything. "You can do most of it before you have an employer" is a true statement about Dubai that gets repeated as though it applied to the whole Gulf, and it does not: Qatar holds your evaluation request until an employer releases it, and Bahrain will not let an overseas nurse open a file at all. MOHAP is one we deliberately do not assert either way, because guessing it for you is what costs nurses money. Check on mohap.gov.ae whether the professional licensing service can be initiated from your own account or whether the facility opens it, and put the question to MOHAP in writing: "I am a registered nurse living outside the UAE with no employer yet. Can I create an applicant account and submit a new professional licence application myself, or must a licensed facility invite or approve my application first?" Ask the regulator rather than an agency — an agency that earns its fee from your paperwork is the wrong party to ask whether the paperwork can begin. Already licensed in Dubai or Abu Dhabi? You may not sit it twice

This is the correction worth reading twice, because the internet — and, until this revision, this page — tells you the opposite. Chapter 3 of the Unified PQR is titled Licensure Recognition among the Authorities, and clause 3.1 makes professionals who fulfil the Authorities' licensure requirements eligible for examination exemption, provided they have not exceeded the permissible attempts for that title. MOHAP is one of the four Authorities that publish it. A valid DHA or DOH licence is therefore a reason to ask about exemption before you book a MOHAP Prometric seat, not a separate world.

The conditions attached to it are real, though, and each one has ended somebody's application: the licence must be valid when you apply, or expired by no more than six months; you present a Good Standing Certificate and a full PSV report again; you are granted the same title you already hold, so a move is not a promotion; a suspension by one UAE authority is applied by the others; and your exam-attempt history has to be declared across authorities rather than reset by changing emirate. Two MOHAP directories worth knowing about

MOHAP publishes a medical professionals directory that can be filtered down to nurses and midwives, and a medical facilities directory that can be filtered by emirate. They sit under the Aboutmenu on MOHAP's site rather than in its services catalogue, which is why most Northern Emirates advice never mentions them. Both are worth a minute of your time: the first lets you confirm your own entry once your licence is issued, and the second lets you check that a clinic in Ajman or Fujairah naming itself in a job offer is a licensed health facility at all. Practical tips

• Confirm the emirate before anything else. A MOHAP licence works in the Northern Emirates, not Dubai or Abu Dhabi. Line up the authority with where your employer actually sits.
• Start DataFlow early. It depends on third parties responding, so it drives your overall timeline more than anything else — many applicants budget several weeks to a couple of months end to end.
• Make every name match. Your passport, degree, registration and application should show an identical name — mismatches are a common cause of rejections and delays.
• Confirm fees component by component. Budget for verification and the exam separately, add any bank charges, and keep a buffer — the amounts are revised periodically, so check current figures on the official sources rather than trusting a quoted total.
• Keep your home registration active. MOHAP expects a valid, in-good-standing home-country nursing registration, so make sure yours will not lapse mid-process.

The bottom line

Getting licensed to nurse in the UAE's Northern Emirates means working through the federal Ministry of Health and Prevention: register on MOHAP's portal, verify your credentials via DataFlow, pass the MOHAP Prometric exam where required, complete evaluation and registration, and activate with a sponsoring employer in Sharjah, Ajman, RAK, Fujairah or Umm Al Quwain.
