DHA Nursing License Process (2026): Step-by-Step for Nurses

A DHA nursing licence is not one application. It is a free eligibility check, then one real application — Get Registered — which cannot be processed until two separate things have completed: verification of your documents, and the exam. Then a registration certificate with a clock on it, and finally an activation that only an employer can perform.

Most step-by-step versions of this journey get the order wrong in one specific and expensive way, so that correction is the first thing below. The DHA publishes the process itself, in a manual, with numbered clauses; this guide follows that document and names the clauses so you can check every line against the source.

The correction: two of the slow stages run at the same time

The version of this process you have probably read presents a single chain — verification, then an eligibility number, then an authorisation to test, then the exam. It tells you to wait for document verification, which is the longest stage in the whole journey, before you may book the exam.

That is not what the manual says. Under the Get Registered service, the applicant "must complete the prerequisites, PSV & CBT Exam" (clause 10.2) — and clause 10.5 is explicit: "Both PSV and CBT steps can be done simultaneously." What clause 10.6 requires is that the application cannot be processed until both are done. They are two parallel prerequisites, not a queue.

Step 1 — The Self Assessment Tool, which is free and needs no documents

Before any money changes hands, Sheryan offers a free preliminary check of your profile against the PQR. The manual is clear about what it is and is not: applicants "shall complete the self-assessment tool" (9.1), it is a "free preliminary evaluation result" that still has to be confirmed by DHA review (9.2), and — the part that makes it risk-free — "No need to upload any document during the self-assessment process" (9.4).

The outcome routes you one of two ways:

• Eligible — you go on to apply for the Get Registered service (9.5).
• Not eligible — this is not the end of the road. Clause 9.6 sets out a second route: apply for the Review Eligibility service, fill in the online form, attach the supporting documents and pay the fee for DHA review. An approved review eligibility application then lets you apply for Get Registered.

Step 2 — Get Registered is the actual application

Everything before this was preparation. Get Registered is the professional registration application itself, and you can only reach it with an eligible self-assessment result or an approved review eligibility application (10.1). Alongside the verified documents, you upload a recent passport-size photograph and a valid passport copy (10.8), then pay the fee for DHA review.

A submitted application does not simply come back approved or rejected. Clause 10.9 lists what else DHA may do with it: request additional documents, information, assessment or PSV; change the title you requested; set a trainee restriction where experience or continuity of practice falls short of the PQR; or add limitations to your licence based on your credentials. Step 3 — Primary Source Verification

PSV is the DHA writing to the people who issued your documents to confirm they are genuine. The manual states that PSV is "currently delegated by DHA to a third-party professional verification agency" (6.1) — in practice the DataFlow Group, which is the name you will meet on Sheryan and the one our DataFlow guide covers in full.

What gets verified, per clause 10.3:

• Educational qualification(s)
• Experience / employment certificate(s)
• Licence(s) and registration(s)
• Good standing certificate — not older than six months from the application submission date
• Exam exemption proof, if applicable under the PQR
• Any other document DHA requests

The three outcomes, and how many appeals each gets

Clause 6.1 gives verification three possible results, and 6.2 attaches a different number of second chances to each:

A negative result is the most common way a file stalls, and the two outcomes are not the same problem: one is silence from your issuer, the other is a contradiction in your paperwork. Step 4 — The assessment, and whether you need to sit it at all

Ask this question beforeyou prepare for an exam, not after. Exemptions apply under the PQR's exam-equivalency criteria — and clause 7.8 of the manual adds four more on top of those:

• Applicants who passed a DHA assessment for the same title within five years of obtaining the registration, provided there is no gap in practice
• Professionals maintaining an active registration
• Professionals applying within five years of a DHA professional licence cancellation, provided no gap in practice
• Professionals applying within five years of a MOHAP or DOH licence cancellation, provided no gap in practice and the PQR requirements are met

The PQR's own two routes — a licence and Good Standing Certificate from one of twenty listed countries, or a recognised international examination — are set out in the exam exemption guide. An exemption is narrower than it sounds: it removes the exam, not verification, not Good Standing, not the rest of the file.

If you do have to sit it

The manual calls the assessment a Computer Based Test (CBT) or, for some positions, an oral assessment (7.2). The rules that matter most:

• Three attempts, counted across the whole UAE. Clause 7.3 gives every applicant three attempts; failing the third blocks you from reapplying for a DHA licence for two years. You must declare the number of attempts you have made across the authorities — this is not a per-authority reset.
• A fourth attempt exists, and most summaries stop before it. The same clause 7.3 continues: a “fourth attempt could be allowed with permission in any UAE Health authorities”, and it excludes one group by name — this cannot be used to upgrade to a consultant title from Tier 3 qualifications. Clause 7.4 then says how: the fourth assessment can be taken with the DHA itselfby submitting the request online and uploading a signed confirmation letter stating the total number of attempts you have made and failed with other UAE health authorities. It is a request, not an entitlement — 7.4 ends “subject for DHA review”.
• There is also a way back that resets the count. Clause 7.5: you may sit three new attempts if you obtain an additional recognised qualification, or acquire at least two years of clinical licensed experience after your last failed attempt.
• A cancellation or a no-show is not a failed attempt (7.11).
• The result is pass or fail only — clause 7.10 states the report comes without a breakdown, so a fail does not tell you which areas cost you.
• A pass older than two years may not count. Clause 7.6: an applicant who passed a DHA assessment more than two years ago is required to sit a new one.

Step 5 — Registration, and the one-year clock it starts

Only an applicant with a pass result obtains the DHA registration certificate (7.17). Where no oral assessment is required, an approved Get Registered application produces that certificate and your name is listed on the Dubai Medical Registry (10.11).

Step 6 — Activation, which only an employer can do

Activation "is applied through the facility Sheryan account" (11.1). You cannot do it yourself; you accept it (11.3). The manual's prerequisites (11.2):

• The facility's own licence must be active and cover your specialty
• You must be registered, and must grant that facility consent to license you
• A valid labour card, for non-UAE nationals
• A valid medical fitness report, for professionals aged 65 or over

Three things worth knowing before you sign anything:

• A licence runs for one, two or three years (11.4), and throughout it you must meet CPD and malpractice requirements — see the renewal and CPD guide.
• You may hold invitations from several facilities at once. Clause 11.5: the full-time licence activates at whichever facility completes payment first.
• You can withdraw your approval — but only for as long as the facility has not paid (11.6).

Who cannot register at all

Clause 10.13 names three bars, and they are worth reading before you spend money: blacklisted professionals, a pending or negative PSV result, and professionals who have failed the assessment three times across the UAE authorities.

Read that last bar against clauses 7.3 and 7.4 above rather than on its own. Three fails close registration; they do not necessarily close it permanently, because the manual's own chapter on assessment sets out a fourth attempt on request and a fresh set of three after a further qualification or two years of licensed practice.
