DHA License Documents Checklist for Nurses (2026): What to Submit

Most DHA applications do not fail on eligibility. They stall on paper โ€” a Good Standing Certificate that aged out while the file sat waiting, a degree certificate in a language nobody translated, an experience letter the previous employer will not confirm. Every one of those is avoidable if you know, before you start, exactly which documents go where.

This guide is that checklist, taken from the DHA's own Manual for Licensing Healthcare Professionals and from the Unified PQR that the manual tells you to satisfy โ€” rather than from the recycled lists that circulate on forums. Both documents matter, because three of the items below appear in only one of them. It is a documentation-and-process guide only โ€” no exam content, no clinical material.

Check this against the current documents

The clauses below are quoted from version 1.3 of the DHA Manual for Licensing Healthcare Professionals (code DHA/HRS/HLD/MA-2, effective 18 July 2025) and from the 3rd version of the Unified PQR. Both carry their own revision cycles and both will be reissued. GulfNursePrep is unofficial and not endorsed by the DHA or by any verification agency. There are two document piles, not one

Almost all the confusion online comes from mixing these up. The DHA splits your paperwork into documents that go to the verification agency and documents you upload to Sheryan yourself. They are submitted at different times, to different places, and the first pile is far larger.

There is a third pile, and it is not the DHA's

Neither pile above involves embassy stamps. Your degree certificate will separately need attestation for the work permit and residence visa your employer files after you are hired โ€” a different chain, run by foreign ministries rather than by the health authority, and one whose first steps can only be completed in the country that issued the certificate. It is not needed for registration, but leaving it until you have an offer is the expensive way to do it. See the attestation guide.

Step zero costs nothing and needs no paperwork

Clause 9.4 is explicit: "No need to upload any document during the self-assessment process." The Sheryan Self Assessment Tool is a free preliminary check โ€” run it before you gather a single certificate. See the eligibility guide for what it is actually testing you against.

Pile one: what goes to Primary Source Verification

Clause 10.3 lists what you submit for PSV โ€” and note the wording, "include but not limited to":

  • Educational qualification(s). Your nursing degree or diploma certificate, verified back to the awarding institution.
  • Experience / employment certificate(s). Issued by the facility you worked at โ€” the verification goes back to that employer, so the facility has to still exist and still respond.
  • Licence(s) / registration(s).Your home-country nursing council registration โ€” and, if you last worked somewhere else, that country's registration too. The plural is doing real work here; see the PQR section below.
  • Good Standing Certificate โ€” "not older than 6 months from application submission date". This is the single most common own goal in the whole process; see the timing section below.
  • Exam-exemption proof, if the PQR gives you one.
  • Logbook โ€” listed "for Physician with surgical specialities". It is not a nursing requirement, despite appearing on almost every third-party "DHA documents" list.
  • Any other relevant document(s) requested by DHA.

Clause 5.34 spells out what "any other" can mean in practice: the DHA reserves the right to ask for membership, internship, residency or training certificates. Clause 5.23 adds a general reservation to request further requirements. Keep everything you have.

Pile two: what you upload to Sheryan

Short list. Clause 10.8 requires only a recent passport-size photograph and a valid passport copy. You then fill in the online form, link your completed PSV report, and pay the review fee.

Two structural points from the same chapter that decide your timeline more than the paperwork does: PSV and the computer-based test can run simultaneously (10.5), but the Get Registered application cannot be processed until the PSV report is complete and the CBT is passed where required (10.6). So start PSV early, and treat the exam as a parallel track rather than a later one.

The manual's list is not the whole list

Here is the thing almost every "DHA documents" page gets wrong, including the ones that copy the manual honestly. Clause 5.6 of the manual sets out the licensing sequence, and one of its own steps reads: "Fulfil the PQR requirements (Such as Qualification, clinical experience, license from home country and good standing status from the country of practise)". The manual is pointing at a second binding document โ€” the Unified Professional Qualification Requirements, published jointly by the DHA, DOH Abu Dhabi, MOHAP and SHA โ€” and chapter three of the PQR names three things for nurses that neitherof the manual's document lists mentions.

This is not a technicality. The words transcript and last employment do not appear once in the fifty pages of version 1.2 of the manual. If you built your file from the manual alone โ€” or from a page that did โ€” you are missing paperwork that the credentialing review expects.

1. Your academic transcript, not just your certificate

PQR clause 13.1.12: "The academic transcript must be submitted for credentialing purposes in which determination of disciplines shall be applied." Your degree certificate proves you graduated. The transcript is what the reviewer reads to decide which disciplineyour award belongs to โ€” that is what "determination of disciplines" means, and it is the step that decides whether your qualification reads as nursing at all, and against which title. A certificate that says "Bachelor of Science" without the record behind it leaves that determination to be guessed at.

Request the transcript at the same time as the certificate. They come from the same registrar, and asking twice โ€” the second time from another country, months later, with your file already open โ€” is how a two-week errand becomes a two-month one. The verification guide lists missing transcript pages among the ordinary causes of a document coming back unverifiable.

2. A registration from wherever you last worked

PQR clause 13.1.8: "Applicants must hold a valid License/Registration to practice in their home country and/or country of last employment (where applicable)." Read the and/or. The manual's own one-line summary of the PQR says "license from home country" and stops there; the PQR itself does not.

For the large number of nurses who apply to Dubai from a third country โ€” Riyadh, Doha, Kuwait, Muscat, Manama, or another emirate โ€” that clause is the difference between one registration and two, and the second one has to survive Primary Source Verification like everything else. It is also the registration most likely to be forgotten, because the nurse thinks of it as a job rather than as a licence. 3. A valid BLS certificate

PQR clause 13.1.11: "Nurses and Midwives must hold a minimum of a valid Basic Life Support (BLS) Certification or others according to the scope of practice." The manual agrees from the other direction โ€” clause 5.29 requires all healthcare professionals to maintainvalid training or certification in basic CPR, BLS or ACLS "as deem fits" โ€” but neither document puts it on a list of things to upload, which is why it reaches so many nurses as a surprise.

Two practical consequences. It is a licensure requirement, not an employer preference, so "my hospital never asked for one" is not a defence. And it is a certificate to keep valid rather than to hold once โ€” see the renewal and CPD guide, which covers how expiry is treated at renewal across the Gulf authorities. If you are heading for the Dubai Healthcare City free zone instead, note that DHCC publishes its own condition that online-only BLS training is not sufficient.

Two documents, one trip to the registrar

The cheapest version of this whole section is a single instruction: when you contact your nursing school or university, ask for the degree certificate and the full academic transcript together, and while you are collecting, check that your registration in the country you last worked in is still valid โ€” not only the one at home. Both are free to fix now and slow to fix later.

The four rules that decide whether a document is accepted

1. Originals, and a certified legal translation

Clause 5.7: "All required documents must be submitted as original copies, along with a certified legal translation if the original is not in English or Arabic." A translation done by a friend, a colleague or a general translation app is not a certified legal translation. Budget time and money for this if your registration or degree was issued in another language.

2. Some qualifications need a UAE equivalency certificate

Clause 5.8: for certain qualifications the DHA may require a certificate of equivalency from the UAE Ministry of Education. This is a separate process with its own queue โ€” if it applies to you, it is not something to discover in month four.

3. Your name must be the same person on every document

Clause 5.6 requires supporting documents whenever demographic details change โ€” "name, Place of birth, nationality, etc" โ€” and names a marriage certificate as the example. If your degree is in your maiden name and your passport is not, that link has to be documented, not explained.

4. Everything goes through Sheryan

Clause 5.38: "All applications must be submitted through the Sheryan licensing system. Manual applications or those received by email are not acceptable."Anyone offering to submit your file "directly" by email is not describing the real process.

The Good Standing clock is the trap

The six-month limit in clause 10.3 is measured from your application submission date, not from the day you send the certificate to the verification agency. That means a GSC requested too early can expire while the rest of your file is still being assembled โ€” and you pay again to replace it.

Order it late, not first

Gather your degree, experience letters and registration first. Request the Good Standing Certificate once the rest of the file is nearly ready, so the six-month window opens as late as possible. The Good Standing guide covers who issues it in your country and how long the request takes.

Worth knowing for later: once you hold a DHA licence and need a GSC from Dubai, Chapter Fifteen of the manual (section 19) says it is generated electronically in your Sheryan account, and that it becomes a Current Status Certificate rather than a Good Standing Certificate โ€” per Appendix 3 โ€” if you have a recent suspension, warning letter or revocation on your record.

The DHA record no longer ages off

Version 1.2 of the manual limited what a GSC shows to violations "during the past ten (10) years". Version 1.3, effective 18 July 2025, deleted that window: clause 19.3 now covers all disciplinary action or violation "during their licensing history at DHA", and a new clause 19.4 states that actions shown on a Good Standing or Current Status Certificate "are irreversible and will remain permanently recorded", adding that professionals must "at all times, proactively disclose any and all prior disciplinary actions to all applicable regulating authorities where they intend to practice". If you are still reading a page that promises a ten-year window, it is quoting the superseded version.

PSV outcomes, and the appeals you actually get

This is the part almost nobody publishes. Chapter 2 of the manual states that PSV is delegated to a third-party verification agency, and that the outcome is one of three results:

Two consequences follow. First, a Discrepancy result is far more serious than a UTV โ€” you get one appeal, not two, and clause 5.24 lists "Evidence of discrepancy / Negative PSV report" among the grounds for the DHA to act on your application. Second, a negative PSV report puts your name on the DHA black list under clause 5.27, and clause 10.13 says a professional with a pending or negative PSV result is not entitled to apply for registration at all.

Already verified for another UAE authority? Don't pay twice

Clause 6.3: "DHA accepts transferred PSV reports from other regulatory authorities in UAE (DOH, SHA & MOHAP)" โ€” while reserving the right to request further verification as deemed necessary. If you already went through verification for Abu Dhabi or MOHAP, ask about transferring the report before you start again from scratch.

The declarations that count as documents

Three things you must state, in writing, that are easy to treat as optional and are not:

  • Disciplinary history. Clause 5.4 makes the applicant responsible for declaring any disciplinary action, proven or in process, at submission. Clause 5.37 extends that duty to actions "both within and outside the UAE", at initial licensing, at renewal, and whenever a decision is received.
  • Your exam attempts across all UAE authorities. Clause 7.3 requires you to declare the number of attempts you have made; a fourth-attempt request under 7.4 needs a signed confirmation letter stating the total attempts made and failed with other UAE authorities.   • The truth, generally. Clause 5.25 makes applicants liable for false, untrue, misleading or misrepresented information or documents, and clause 5.35 gives the DHA the right to cancel a professional licence if misleading documents are discovered โ€” years later included.

What happens after you submit

Clause 10.9 lists the possible outcomes of the DHA review, and it is not a binary. Beyond approval or rejection, your application can be returned for additional documents, information, assessment or PSV; for a change of requested title; for a trainee restriction based on lack of experience or discontinuity of practice; or with limitations added to your licence based on your credentials.

An approved application produces a registration certificate and a listing on the Dubai Medical Registry. Clause 10.12 sets the validity of that registration at one year from the date of issuance โ€” and the official service page confirms that a healthcare facility must activate it into a licence within that year. The checklist, in order

  • Run the free Sheryan Self Assessment. No documents needed.
  • Collect: degree/diploma certificate and the academic transcript, experience certificates from each employer, your home-country nursing registration and your registration in the country you last worked in, and a valid BLS certificate.
  • Get certified legal translations for anything not in English or Arabic; check whether a UAE Ministry of Education equivalency applies.
  • Resolve any name mismatch with supporting documents before you submit anything.
  • Then request the Good Standing Certificate, so its six-month window is as fresh as possible at submission.
  • Submit everything for PSV; start exam preparation in parallel rather than waiting.
  • Upload your recent passport-size photograph and valid passport copy, link the completed PSV report, and pay the review fee in Sheryan.

The bottom line

The nursing document set is genuinely short โ€” qualification and transcript, experience, registration and a Good Standing Certificate under six months old for verification, plus a photo and passport copy in Sheryan. But it is short across two documents, not one. Build your file from the licensing manual alone and you will leave out your academic transcript, a registration from the country you last worked in, and a valid BLS certificate โ€” all three named in the Unified PQR, none of them on any list in the manual.

What sinks applications after that is not the length of the list but four details: certified translation, name consistency, the timing of the Good Standing request, and the fact that a Discrepancy result buys you only one appeal. Frequently asked questions

What documents are required for a DHA nursing license?

Version 1.3 of the DHA Manual for Licensing Healthcare Professionals splits them in two. For Primary Source Verification (clause 10.3): educational qualification(s), experience/employment certificate(s), licence(s)/registration(s), a Good Standing Certificate not older than six months from the application submission date, exam-exemption proof if applicable, and any other document DHA requests. Separately, you upload a recent passport-size photograph and a valid passport copy into Sheryan (clause 10.8). Both. Clause 13.1.12 of the Unified PQR states that the academic transcript must be submitted for credentialing purposes, in which determination of disciplines is applied โ€” that is the step which establishes which discipline your qualification belongs to and therefore which title it supports. The word transcript does not appear in the DHA licensing manual at all, which is why it is missing from most third-party document lists. Request the transcript from your institution at the same time as the certificate.

Does a nurse need a BLS certificate for a DHA license?

Yes. Clause 13.1.11 of the Unified PQR requires nurses and midwives to hold a minimum of a valid Basic Life Support certification, or others according to their scope of practice, and clause 5.29 of the DHA licensing manual requires all healthcare professionals to maintain valid training or certification in basic CPR, BLS or ACLS. Because the clock is measured against your submission rather than the date you send it for verification, requesting it too early in the process can mean it expires before the rest of your file is ready and you have to pay for a replacement.

What happens if DataFlow cannot verify one of my documents?

The DHA licensing manual describes three PSV outcomes: Positive, Unable to Verify (UTV) and Discrepancy. For a UTV result you may apply for re-verification of the same document twice; for a Discrepancy result you may apply once. A negative PSV report is listed as grounds for adding a professional to the DHA black list, and a professional with a pending or negative PSV result is not entitled to apply for registration.

Does a nurse need to submit a logbook for DHA?

No. The logbook entry in the DHA document lists is qualified as being for physicians with surgical specialities, even though it is frequently copied onto third-party nursing checklists. If DHA needs anything additional from you, clause 5.34 lets it request items such as membership, internship, residency or training certificates.

Do I have to redo verification if I was already verified for another UAE authority?

Possibly not. Clause 6.3 of the DHA licensing manual states that DHA accepts transferred PSV reports from other UAE regulatory authorities โ€” DOH, SHA and MOHAP โ€” while reserving the right to request further verification as deemed necessary. If you have already been verified for one of those, ask about transferring the report before starting again.
