Getting Your DHA License from Ghana: A Guide for Ghanaian Nurses

Ghana trains far more nurses than the public payroll absorbs, and the Gulf has become one of the destinations Ghanaian nurses look at hardest. Most of the DHA licensing journey can be started from Ghana. But Ghanaian applicants run into two problems that generic "how to get a DHA licence" checklists never mention — the rotation gate, which decides whether you have anything to verify yet, and the annual expiry of your PIN, which decides whether it stays verifiable. Both are worth understanding before you spend a cedi.

Start here: which title are you actually applying for?

The UAE's Unified Professional Qualification Requirements (PQR) assign you a title based on the qualification you hold, and the two entry titles sit on different rows:

• Registered Nurse— a bachelor's degree in nursing, minimum three years full-time.
• Assistant Nurse — a diploma of nursing, not less than 18 months course duration.

Ghana has two mainstream routes to the same professional identity. The three-year diplomafrom a Nurses' Training College and the four-year BSc Nursingfrom a university both end with the Council's licensing examination and both register you as a Registered General Nurse at home. Below them sits the Nurse Assistant tier — Nurse Assistant Clinical (NAC) and Nurse Assistant Preventive — which the Council identifies with an AIN rather than a PIN.

Three things soften that, and all three are worth knowing early:

• Don't guess — get it assessed. The DHA publishes a free Self Assessment Tool on Sheryan that checks your profile against the PQR and needs no documents. Run it before you commit money to anything.
• Unusual credentials can be referred.Qualifications not listed in the PQR can go to the PQR Committee, which may review them and grant an appropriate title. An award that doesn't map cleanly is a case to be assessed, not an automatic refusal.
• The top-up route exists.Ghanaian diploma nurses routinely top up to a BSc, and under the PQR a nurse qualified with a bachelor's degree but licensed as an Assistant Nurse may apply for a title upgrade — provided their experience as an assistant nurse has not exceeded five years. If you are part-way through a top-up, the order in which you apply is worth planning now rather than later.

The rotation gate: a provisional licence is not a registration

This is the part that stops young Ghanaian nurses cold, and almost nobody explains it in advance.

When you pass the Council's licensing examination, you are not immediately a fully registered nurse. The Council issues a provisional licence and a log book, and you go off to do your mandatory rotation / national service — the Council describes the log book as tracking the practical sessions of newly qualified nurses across a mandatory internship period of about a year. Only when you return the log book and provisional licence to the regional office where you registered do you receive your PIN and your Certificate of Registration.

The practical implication is simple: if you are in your rotation year, the productive things to do are finish it cleanly, get your PIN and certificate issued, and use the time to sort your English evidence, passport and name consistency. Starting DataFlow before your registration is finalised usually buys you a delay, not a head start.

Your Ghanaian PIN expires every year — and that is a licensing problem

The Council's own wording is that a PIN or AIN, once issued, expires in twelve (12) calendar months. Renewal is not automatic and it is not just a fee: the Council requires accumulated Continuing Professional Development (CPD) points, with the requirement tiered by grade — a nurse assistant, a staff nurse/midwife and a senior grade each have a different points threshold. An expired PIN is one of the most avoidable ways a Gulf application stalls. Good standing means standing now: a regulator asked to confirm you to a foreign board will report what your record actually says on the day they answer. Check your renewal status before you start, and keep it current the whole way through — the process is long enough that a licence which was valid at submission can lapse mid-verification.

Renewing from Ghana

Renewal runs through the Council's online services and its regional offices, against your CPD points for the year. Do it on schedule rather than in a rush when DataFlow asks for it.

Renewing once you are already in Dubai

Nurses who move abroad often assume their Ghanaian registration can be left dormant. Since June 2024, the Council has run a mandatory diaspora CPD subscription — delivered with its CPD platform partner — under which nurses and midwives practising overseas need an active subscription and must earn CPD points through that platform in order to renew their Ghanaian practising licence, again at a threshold that differs for registered nurses/midwives and nurse assistants.

Your N&MC-GH paperwork

Everything the DHA and DataFlow ask about your professional standing comes back to the Nursing and Midwifery Council of Ghana. Three items do the work:

• Your Certificate of Registration and PIN — proof you are on the Ghanaian register in your cadre, issued after rotation.
• A current, unexpired PIN — see above. This is the item most often out of date.
• Verification / good standing to the foreign board.The Council operates a verification service for confirming a practitioner's registration to another regulator. Apply through the Council's own route and confirm the current form, channel and fee with them directly. The sequence, step by step

1. Confirm your title and gather documents

Run the Sheryan Self Assessment, then prepare your core documents, which typically include:

• N&MC-GH Certificate of Registration and current PIN
• Nursing qualification and transcripts — your NTC diploma or BSc Nursing degree and the academic records from your training institution. The transcript matters: the Authorities use it to work out which disciplines your programme actually covered.
• Verification / good standingfrom N&MC-GH
• Employment and experience certificates from your hospitals or employers — including, if relevant, documentation of your rotation posting
• Passport and passport photo
• English proficiency evidence if required for your case

2. Create your Sheryan account and submit

Register on Sheryan, complete the eligibility step, and upload your documents. Make sure your name is spelled identically across your Council registration, certificates, transcripts and passport. Ghanaian records vary in how day-names, middle names and family names are recorded and abbreviated, and a transcript reading "Mensah K." against a passport reading "Kwame Owusu Mensah" is exactly the kind of mismatch that costs weeks. 3. DataFlow Primary Source Verification (PSV)

Your documents go to the DataFlow Group, which contacts your training institution, N&MC-GH and your past employers directlyto confirm authenticity. This is usually the longest stage. Make sure your Nurses' Training College or university registrar holds current contact details and knows a verification request is coming, and that former employers can find your file. 4. Receive your DHA eligibility ID / Authorization to Test

Once eligibility is confirmed and verification is progressing, you receive your DHA eligibility number / ATT. This is what unlocks exam booking — you cannot schedule before it.

5. Book and sit the Prometric exam

The DHA exam is delivered by Prometric. Bring a valid original passport whose name matches your booking exactly, arrive early, and expect biometric and ID checks. 6. Pass, register, and activate with an employer

After you pass, your result feeds into your DHA record, allowing DHA registration. The final licence activation step is completed by your Dubai employer in Sheryan once you have a job offer — typically the point at which the move becomes concrete. See what happens after you pass.

Where you will actually sit the exam

Nurses in Manila, Nairobi and Lagos generally sit the DHA exam locally, and it is tempting to assume Accra works the same way. Do not assume it. A Prometric test centre existing in a city is not the same as that centre being authorised to deliver this exam — the client programmes a centre carries are set per exam.

Attestation: the second paperwork track

Attestation is not the same thing as DataFlow, it is usually needed later — for the employment and residence-visa file rather than for licensing itself — and it is a separate expense. For Ghanaian documents the chain runs through the Ministry of Foreign Affairs and Regional Integration in Accra, which stamps the document, and then the UAE Embassy in Accra, whose own guidance is that it will only accept documents already approved and stamped by the Ministry. A realistic timeline

• Rotation / national service: if you are still in it, this is the binding constraint — your PIN and certificate come at the end of it.
• N&MC-GH verification: start it early; it runs in parallel with everything else.
• Eligibility evaluation: often a few weeks after submitting a complete profile.
• DataFlow PSV: commonly several weeks, sometimes longer, depending on how fast your training college, the Council and your employers respond.
• Exam booking and sitting: once you have your eligibility ID, scheduling depends on available seats — and on whether you have to travel.

Treat all of these as indicative. A slow-responding institution can extend things well beyond any typical range, so start early and build in buffer. See how long a DHA licence actually takes.

Practical points for Ghanaian applicants

• A bilateral agreement is not a licensing shortcut. Ghana has pursued managed-migration arrangements to send nurses abroad, and recruitment drives get publicised heavily. None of that licenses you for Dubai: the DHA licenses individuals through Sheryan, against the PQR, with its own verification and exam. Treat any agent who implies a government deal skips those steps as a warning sign.
• Nobody should be charging you for a job offer. Check that any agency is licensed by the relevant Ghanaian authority, and separate in your mind the official DHA, DataFlow and Prometric fees you pay directly to those bodies from anything an intermediary asks for. • Reconcile your name everywhere before you submit. If you have a maiden-name/married-name difference or inconsistent middle names, prepare supporting documents such as an affidavit or marriage certificate up front.

The bottom line

A Ghanaian nurse can run the DHA licensing journey from home, but two things decide how smoothly it goes and neither is on the generic checklist. First, your registration has to be complete and current: a provisional licence held during rotation is not a registration, and a PIN that expires every twelve months is not something you can leave until DataFlow asks. Second, your award decides your UAE title — a three-year NTC diploma and a BSc Nursing degree land on different rows of the PQR table, whatever the Ghanaian register calls you.
