A Nigerian nurse usually arrives at Abu Dhabi carrying somebody else's map. Either it is the Dubai route — “register on the portal, sit the Prometric exam in Lagos” — or it is the Saudi route, freshly in the news. Both are close enough to be dangerous, because they are wrong in the two places on the UAE side that cost you money, and neither warns you about the Nigerian gate that decides whether the process can start at all.
This guide is the seam between a Nigerian nurse and the Department of Health – Abu Dhabi (DOH), the authority that used to be called HAAD. It covers what genuinely changes when you point a Nigerian application at Abu Dhabi rather than Dubai, what does not change at all, and the two Nigerian questions — your award and the NMCN's own verification rules — that settle a Nigerian file before DataFlow has started. What does not change — and it is the expensive half
Start with the good news, because it is the part nobody tells Nigerian nurses and it saves the most anxiety. The eligibility bar you are judged against in Abu Dhabi is not an Abu Dhabi document. DOH's own PQR page carries the Unified Healthcare Professionals Qualification Requirements, presented jointly by MOHAP, the DOH, the DHA and Sharjah's authority.
One document, four regulators. So the single question that decides a Nigerian application — whether your award puts you on the Registered Nurse row or the Assistant Nurse row — has the same answer in Abu Dhabi as in Dubai. Under the Unified PQR the Registered Nurse title is built on a bachelor's degree in nursing, while a nursing diploma maps to Assistant Nurse. The classic Nigerian route, a three-year hospital-based School of Nursing programme leading to registration as an RN on a certificate, clears the PQR's minimum length but is a certificate-level award, so on the face of the table it points to Assistant Nurse; a BNSc degree points to Registered Nurse. The Nigerian half is unchanged too, for a simpler reason: it is Nigeria's paperwork, not Dubai's. Your NMCN register entry, your name across five documents, your attestation chain through Abuja and — the one that actually gates you — the NMCN's own conditions for verifying you abroad behave identically whichever emirate you are aiming at.

The gate before the gate: the NMCN's own verification rules
Here is the part that catches Nigerian applicants, and it has nothing to do with Abu Dhabi. The DOH decides whether it wants you. The NMCNdecides whether it will confirm to anyone abroad that you are who you say you are — and DataFlow's primary source verification depends entirely on the Council answering. If the Council will not verify you, no amount of DOH approval moves your file.
Under the verification of certificates service, the Council asks for an application stating the purpose and destination of the verification, a completed verification form, a copy of your current licence, copies of your certificates of registration, a birth certificate or declaration of age, and proof of payment. Since the revised guidelines issued in February 2024 and reported as effective from 1 March 2024, applications for verification to foreign nursing boards and councils have also been assessed against conditions along these lines:
- A minimum of two years' post-qualification experience, counted from the date your permanent practising licence was issued.
- An active practising licence with a minimum period left before expiry — with applications made on a provisional licence rejected outright.
- Letters of good standing requested by the Council from the chief executive of each place you have worked and from your last nursing training institution, addressed and returned directly to the Registrar. The Council does not accept those letters through the applicant.
This rule has been contested — check its current form
The practical consequence surprises people: a nurse who is early in their career can pass the UAE's own eligibility test and still be unable to obtain the Nigerian verification the DOH process depends on. That is a Nigerian rule, not a DOH one, and it is the same rule whether you apply to Dubai, Abu Dhabi or Saudi Arabia — the Nigeria-to-Saudi version is covered in the Nigeria-to-Saudi guide. Renew before you request anything
The front door is a national digital identity, not a licensing portal
This is the first thing that actually differs on the UAE side, and it stops Nigerian applicants before they have uploaded a single certificate. Dubai gives you a health-authority account. Abu Dhabi routes you through TAMM, the emirate's general government services platform, and DOH's own licensing FAQ tells applicants to “Register with ID number or UAE PASS” and then choose the Department of Health services.
UAE PASSis the UAE's national digital identity. A nurse sitting in Lagos or Enugu with no Emirates ID reads that and reasonably concludes the door is shut until they have a visa. It is not. UAE PASS's own documentation states that a visitor can register — and later upgrade the account — using a passport.

Two Abu Dhabi words worth learning early
- UIN.Your unique identification number in the Abu Dhabi system. DOH's FAQ uses it as the key that links a previous DataFlow record to your application, so it is the reference you quote rather than re-explaining your history in an email.
- HPREG and HPACT.The prefixes on the health-professional transactions inside TAMM. DOH's FAQ points applicants at transactions beginning with those codes to view results and status. If you have ever waited on a Gulf application wondering where to look, this is where.
“HAAD coaching” is the right exam under the wrong vendor
The naming is genuinely confusing, so take it in two halves.
The authority renamed itself; the exam code did not.The Health Authority – Abu Dhabi became the Department of Health, so “HAAD licence” and “DOH licence” are the same thing. But Pearson VUE still runs the programme under the client code HAAD. Seeing the old name on the official test-centre finder is not a sign you are on the wrong page — it is the correct one.
It is not Prometric.Dubai's DHA exam is delivered by Prometric, and Nigerian nurses commonly sit it in Lagos or Abuja; Abu Dhabi's DOH exam is delivered by Pearson VUE. Different company, different website, different centre network, different door policy. In Nigeria this matters because “Prometric” has become the generic word for a Gulf nursing exam in the coaching market — but a Prometric centre cannot seat you for a DOH exam, however confidently the brochure lists HAAD.
Your preparation is not wasted — your booking habits are
You cannot book the seat yourself
Pearson VUE's own instruction is that once your application is approved for the exam by the Health Professionals Licensing Department, you complete the DOH payment in TAMM — and only then does a redirect link to Pearson VUE appear. The seat is released to you; it is not on sale. So if no link ever appears, the problem is upstream at the DOH or in an incomplete TAMM payment, not at the test provider.
Check your spam folder — Pearson VUE says so itself
Whether Pearson VUE seats for the DOH programme exist near you is a separate question from whether you can prepare, and it is exactly the kind of fact that ages badly — so check the official Pearson VUE DOH test-centre finder yourself rather than trusting a coaching centre's list, and budget for travel if the nearest seat is outside Nigeria. Availability, not the exam, is usually what sets your real timeline.
Your Nigerian documents take the same road as they would to Dubai
If you have already prepared paperwork for a Dubai application, this section is a relief: the destination country is the same, so the chain is the same. The UAE is not a contracting party to the Apostille Convention, and neither is Nigeria — so there is no apostille shortcut in either direction, and the full legalisation chain applies to Abu Dhabi exactly as it does to Dubai.
From Nigeria that chain runs through the issuing institution and the education authorities, then the Federal Ministry of Foreign Affairsin Abuja, then the UAE mission's legalisation channel, with UAE MOFAIC at the far end; Nigerian academic documents also commonly attract an additional education-ministry eligibility letter at the UAE legalisation stage. Do not run the chain for every certificate you own, and do not pay for it early — attestation is a visa-and-employment step, so run it for the list the DOH and your employer name in writing, when they ask.
Two habits to bring across from the Dubai route unchanged. First, reconcile your name before anything else: Nigerian records drift between surname-first and surname-last ordering, a middle name present on the school certificate but not the passport, anglicised spellings and maiden-versus-married differences, and every downstream system treats that drift as a discrepancy. English is usually your paperwork's strength, not its problem
DataFlow: assume a fresh report, then ask
DataFlow does not read your certificates — it writes to whoever issued them: the NMCN, your School of Nursing or university, and each past employer. Those third parties set your timeline, which is why the DataFlow guide calls this the stage that decides everything downstream. Warn every institution that will be written to — the correct current email and the person who handles verification — before you submit, because an unexpected letter from an unfamiliar foreign company is easy to park.
The question Nigerian nurses ask most is whether a report already run for Dubai counts in Abu Dhabi. Plan on no, and treat any reuse as a bonus. There isa documented route — DOH's FAQ describes attaching previous DataFlow data along with the UIN — but note the shape of it: the reuse runs through DataFlow and the Abu Dhabi system, not by forwarding a PDF to anyone. A sane order to do it in
- 1. Settle the title before the emirate. Work out which Unified PQR title your award supports — School of Nursing certificate versus BNSc — and compare the authorities only after that. The answer is the same for Dubai and Abu Dhabi.
- 2. Check the NMCN will verify you under its current foreign-verification rules, and renew your practising licence first. This is the gate that stops early-career applicants.
- 3. Reconcile your name across NMCN registration, licence, school certificate, transcripts and passport, carrying the bridging proof where it cannot be made to agree.
- 4. Open the identity layer. Register on TAMM with an ID number or a UAE PASS account — a passport is a documented route for a visitor, so this does not wait on a visa.
- 5. Start DataFlow when the application calls for it, brief the NMCN, your school and your employers that a request is coming, and if you already hold a report, raise the UIN question then.
- 6. Attest only the named list, and only when asked. Get it in writing from the DOH and your employer before paying for a chain through Abuja that nobody has requested.
- 7. Check whether the exam is even yours. Exemption is set in the Unified PQR, not by the emirate — see the exemption guide before you pay a booking fee.
- 8. Book on Pearson VUE, through TAMM. DOH approval, then the TAMM payment, then the redirect. Two original IDs with matching names on the day.

The bottom line
Abu Dhabi is not a different journey from Dubai — it is the same eligibility document behind a different door, with the same Nigerian gate in front of it. The half that costs the most thought, whether your award puts you on the Registered Nurse or Assistant Nurse row, is governed by the Unified PQR that both authorities present together. The gate that actually stops Nigerian nurses is the NMCN's own conditions for verifying you abroad, and it is a Nigerian rule no UAE offer can waive. What changes on the UAE side is mechanical: you log in through a national digital identity rather than a licensing portal, your file lives in TAMM under a UIN, and your exam seat is released to you on Pearson VUE rather than bought on Prometric. Settle the two Nigerian questions, keep your name and council record clean, and the “HAAD versus DHA” question stops being frightening. Is the DOH Abu Dhabi (HAAD) nursing exam on Prometric like the Dubai one?

Do Nigerian nurses need two years' experience before applying to Abu Dhabi?
Not for the DOH itself — but the Nursing and Midwifery Council of Nigeria applies its own conditions to verifying you to a foreign board, and DataFlow's verification depends on the Council answering. Since the revised guidelines of February 2024 the shape of the rule has been a minimum of two years' post-qualification experience counted from the issue of the permanent practising licence, an active licence with time left before expiry, provisional licences rejected outright, and good-standing letters requested by the Council directly from your employer and your last training institution to the Registrar, never through you. The rule was publicly contested and revised, so read its current form on nmcn.gov.ng. No recruiter or Abu Dhabi employer can waive it.
Do I need an Emirates ID or UAE PASS to apply from Nigeria?
The identity layer looks like a residency requirement and is not one. Abu Dhabi routes applicants through TAMM, the emirate's general government services platform, and the DOH's licensing FAQ tells applicants to register with an ID number or UAE PASS — the UAE's national digital identity — and then choose the Department of Health services. UAE PASS's own documentation states that a visitor can register, and later upgrade the account, using a passport. Set the account up in the name exactly as it appears in your passport, because your DOH record, DataFlow file and Pearson VUE booking are all matched against it. Is my Nigerian School of Nursing RN certificate enough for the Registered Nurse title in Abu Dhabi?
It may not be, and the answer is the same as it would be for Dubai.
